Welcome to the Bear River Resource Conservation & Development Area
Designated by the Secretary of Agricultrue October 15, 1966, the Bear River RC&D Council, Inc., is a 501©(3) not for profit organization that addresses natural resource conservation and development issues in Oneida, Caribou, Franklin, and Bear Lake Counties in Southeastern Idaho and Box Elder, Cache, and Rich Counties in Northern Utah. The Bear river RC&D area includes nearly all of the Bear River basin.
Mission
The mission of the Bear River RC&D council is to develop local solutions to sustain and improve communities through partership building and conservation of natural and human resources.
Vision
The Bear River RC&D council will be a recognized leader in the promotion of conservation, development and utilization of natural and human resources to improve the local economy and to enhance the quality of life in all the communities of the Bear River RC&D area.
Bear River RC&D Area
The Bear River RC&D area includes seven counties, three of them in Utah (Rich, Cache, and Box Elder) and four in Idaho (Bear Lake, Caribou, Franklin, and Oneida). The Bear River runs through this region and connects the widely spaced communities together in many visible and unseen ways through its water, the culture that has formed around it, families that depend on it, and its history and future. The common threads that weave our society together in the Bear River Basin give us the ability and reasons to organize and mobilize region-wide resources, communities, and citizens to define, develop and direct projects that are important to the region as a whole.
Bear River Resource Conservation and Development Inc., better known as RC&D, provides a mechanism for local and government partnership to identify and solve social, environmental, economic and human problems in the Bear River Basin area. RC&D activities address local problems by developing appropriate projects for needed solutions and to obtain assistance from the private sectors, corporations, foundations and all levels of government while strongly supporting and utilizing science and technology.
Bear River RC&D has strong support and operational funding through the United States Department of Agriculture. The RC&D program is a national USDA-wide effort. The USDA Natural Resources Conservation Service provides administration, technical assistance, and partnership to the Bear River RC&D office. However, RC&D projects are funded by private, government and other sources, usually through grant proposal funds. The presence of the USDA in the RC&D program adds value, sustainability, and legitimacy to the locally organized RC&D council. The Bear River (RC&D) office staff is directed by a project coordinator and a program Assistant. Staff positions are provided by the United States Department of Agriculture. Funding to sustain the RC&D offices are authorized in the U.S. Farm Bill.
